Augšdaugavas novada pašvaldība īsteno Norvēģijas finanšu instrumenta 2014. – 2021. gada perioda programmas “Klimata pārmaiņu mazināšana, pielāgošanās tām un vide” projektu Nr. NFI/AK/01 “Vēsturiski piesārņotās vietas “Višķu profesionālās vidusskolas mazuta glabātava” sanācija Višķu pagastā, Augšdaugavas novadā”. Jau drīzumā objektā tiks uzsākti būvdarbi, ko veiks iepirkumā uzvarējusī firma – AS “BAO”.
28. septembrī Višķu pagastā piesārņotās vietas teritorijā tikās pašvaldības vadība ar projekta partneriem - biedrību “Višķu attīstībai”, “Henric Johansson Konsult”, sanācijas veikšanas uzņēmuma AS “BAO” pārstāvi Andi Šonmani un mediju pārstāvjiem, lai iepazītos ar projekta gaitu un tuvākajiem plāniem.
Augšdaugavas novada pašvaldības Attīstības pārvaldes projektu vadītāja Juta Valaine pastāstīja, ka pagājis jau gads kopš projekta uzsākšanas un šajā laikā ir paveikts daudz, lai informētu un izglītotu sabiedrību par projekta nepieciešamību. Beidzot arī noslēdzies iepirkums un ir noslēgts līgums par sanācijas pakalpojumu sniegšanu ar būvniecības uzņēmumu AS “BAO”.
Augšdaugavas novada pašvaldības domes priekšsēdētājs Arvīds Kucins uzsvēra, ka šis projekts ir ļoti nozīmīgums novadam. Viņš vērtē, ka padomju laikos tika veikti ļoti kvalitatīvi būvdarbi, veidojot pamatni mazuta glabātavai, pateicoties kam, mazuts joprojām nav iekļuvis gruntsūdeņos.
Biedrības “Višķu attīstībai” pārstāvis Jānis Proms pastāstīja, ka mazuta glabātava netiek izmantota jau vismaz 30 gadus. Šī vieta radusies pagājušā gadsimta sešdesmitajos gados, kad mazuts tika izmantots skolas, Višķu tehnikuma un ciema apkurei. Vēlāk, kad apkurē sāka izmantot akmeņogles un vēlāk arī dabai draudzīgo šķeldu, mazuta tvertnes palika novārtā. Lai arī tās jau bija uz to laiku iztukšotas un mazuts saglabājies vien tvertņu pašā apakšā, tomēr piesārņojums ir liels. Līdz šim ir veicies, ka naftas atliekas nav nonākušas gruntsūdeņos, taču tas varot notikt jebkurā brīdī, un tad tiks piesārņotas gan apkārtesošās ūdenstilpes, gan iedzīvotāju akas.
Kopš 2005. gada šī vieta ir iekļauta Latvijas Vides ģeoloģijas un meteoroloģijas centra piesārņoto vietu reģistrā. Pirms pieciem gadiem tika konstatēti nelegāli šo mazuta tvertņu bojājumi. Mazuta noplūšana tika novērsta un teritorija iežogota. Pašvaldībā tika pieņemts lēmums veikt šīs vietas izpēti, lai apzinātos iespējamo vides apdraudējumu. Šī izpēte ļāva arī pretendēt uz Norvēģu finanšu instrumenta atbalstu. “Beidzot šis process ir uzsākts un es ceru, ka mēs to kopīgi paveiksim, šī vieta tiks sakārtota un nākotnei tiks atstāta zaļa un sakopta vide,” teica J. Proms.
Līdz 2024. gada pavasarim Augšdaugavas novada pašvaldība sadarbībā ar projekta Norvēģijas partneri – “Henric Johansson Konsult” un projekta Latvijas partneri – biedrību “Višķu attīstībai” īstenos sanācijas projektu vēsturiski piesārņotā vietā – Višķu profesionālās vidusskolas mazuta glabātavā. Projekta mērķis ir piesārņotās vietas attīrīšana, lai panāktu augsnes un grunts kvalitātes uzlabošanu, tādējādi novēršot apdraudējumu iedzīvotāju veselībai un videi. Projekta ietvaros ir paredzēts likvidēt piesārņojuma avotus – atbrīvot/attīrīt tvertnes un dīķi, kas izveidojies vēsturisku naftas produktu noplūžu rezultātā, pazemes un virszemes infrastruktūru un grunti no naftas produktiem, veikt sanācijas darbus un revitalizēt piesārņojuma areālu, kā arī demontēt tvertnes, iekārtas un degradējošos infrastruktūru. Liela uzmanība veltīta tieši sabiedrības informēšanai un izglītošanai, paaugstinot sabiedrības izpratni par aktuāliem vides un klimata jautājumiem.
“Henric Johansson Konsult” projektu vadītāja Ieva Johansson atzina, ka, pirmo reizi ieraugot objektu dabā, Norvēģijas pārstāvji bijuši šokā, ka tāds piesārņojums mūsdienās ir iespējams. “Norvēģi ir soli priekšā savas vides sakārtošanā, tāpēc ir labi, ka var no viņiem mācīties. Ir apsveicami, ka arī mēs sākam domāt par savu nākotni un bērniem, jo tā ir visu mūsu vide,” teica Ieva Johansson.
Projekta Norvēģijas partneris “Henric Johansson Konsult” vadītājs Henriks Johansson piedalījās pasākumā attālināti un pauda gandarījumu par iespēju piedalīties šajā projektā. “Vizītes laikā redzot šo vietu, tā mūs šokēja. Tāpēc ir ļoti svarīgi izglītot sabiedrību, jo īpaši bērnus un jaunatni, un darīt to tieši tagad. Ceram, ka tas ir tikai sākums mūsu turpmākai sadarbībai, ko varam attīstīt izglītošanas jomā, varam izglītot arī par aizrautību ar dabu, vidi, turpinot šāda veida pasākumus arī nākotnē. Mūsu kultūras atšķiras un iespējas ir dažādas, bet, izveidojot pieredzes apmaiņas platformas un sākot darīt kaut ko kopā, tas ir sākums kam lielākam. Ceru, ka nākamajā vizītes reizē šī vieta jau būs sakopta, jo tā ir pelnījusi būt labāka, tīrāka,” teica Henriks Johansson.
Projekta ietvaros ir noticis bērnu vizuālās mākslas konkurss par klimata pārmaiņu tēmu, iesūtīti 62 darbi dažādās tehnikās. Višķu estrādē notika klimata pārmaiņu pikniks, izglītojot novada skolu jauniešus par klimata pārmaiņu tēmu un rīkojot aizraujošas radošās darbnīcas, kurās bērni apguva dažādus vides aizsardzības jautājumus, piemēram, par nepieciešamību šķirot atkritumus, saudzēt vidi.
Projekta īstenošanai kopējās attiecināmās izmaksas ir 1 682 189,00 EUR, tai skaitā programmas finansējums 1 429 861,00 EUR, saņēmēja līdzfinansējums 252 328,00 EUR.

Clean – up of the heavy fuel oil storage in Višķi will be started
Augšdaugava municipality implements the project No. NFI/AK/01 “Clean – up of the Historically Polluted Site “Heavy fuel oil storage of Višķi Vocational Secondary School” in Višķi parish, Augšdaugavas municipality” within the framework of the Norwegian Financial Mechanism 2014-2021 programme "Climate Change Mitigation, Adaptation and Environment".
Soon the clean-up of the object will be started, which will be carried out by the company that won the procurement - corporation "BAO".
On September 28 the leaders of Augšdaugava municipality had the meeting in Višķi parish with the project partners - the association "Višku attīstībai", "Henric Johansson Konsult", the representative of “BAO” Andis Šonmanis and representatives of mass media in order to inform about the progress of the project and to talk about future plans.
Juta Valaine, the project manager of the Development Department of Augšdaugava municipality, said that a year had already passed since the start of the project, she admitted that during this time a lot had been done to inform and to educate the society about the necessity for the project. Juta said that the procurement had finally been concluded and the contract had been signed with the construction company "BAO".
Arvīds Kucins, Chairman of Augšdaugava Municipal Council, emphasized that the project was very significant for the municipality. He said that during the Soviet times, high-quality construction works were carried out, creating the base for the storage of fuel oil that is why the fuel oil had not yet got into the groundwater.
Jānis Proms, the representative of the association “Višķu attīstībai” said that the fuel oil storage had not been used for at least 30 years. This place exists since the sixties of the previous century, when fuel oil was used for heating the school, Viški vocational school and the village itself.
Later when coal and environmentally friendly wood chips were used for heating, fuel oil tanks were not serving the purpose any more.
Even though the fuel oil tanks had already been emptied by that time and fuel oil remained only at the very bottom of the tanks, the pollution is still great.
Fortunately, the oil had not got into the groundwater, but it could happen any moment, if it happened both the surrounding waters and wells would be polluted.
Since 2005, this place has been included in the register of polluted places of the Geological and Meteorological Center of Latvia. Five years ago, illegal damage to these fuel oil tanks was detected. The oil spill was contained and the area was fenced off. A decision was made in the municipality to conduct a study of this place in order to identify possible environmental hazards. This research also made it possible to apply for support from the Norwegian Financial Instrument. "Finally, this process has started and I hope that we will complete it together, this place will be cleaned-up and the area will a green and tidy", said J. Proms.
Until spring of 2024, Augšdaugava Municipality, in cooperation with the project's Norwegian partner - "Henric Johansson Konsult" and the Latvian partner of the project - the association "Višķu attīstībai" will implement a remediation project in a historically polluted place - in the fuel oil storage of Višķi vocational high school.
Project objectives are to clean up the contaminated site in order to improve the quality of soil, thereby preventing threats to the health and environment of the population. Within the project, it is planned to eliminate the sources of pollution - release/clean tanks and ponds that have formed as a result of historical oil product spills, underground and surface infrastructure and soil from oil products, carry out clean-up works and revitalize the pollution area, as well as dismantle tanks, equipment and degrading infrastructure. A lot of attention is paid to informing and educating the society, raising public awareness of current environmental and climate issues.
"Henric Johansson Konsult" project manager Ieva Johansson admitted that when they saw the object in nature for the first time, the representatives of Norway were shocked that such pollution is still existing today.
"Norwegians are a step ahead in tidying up their environment, so it's good to be able to learn from them. It is welcome that we are also starting to think about our future and our children, because this is the environment of all of us," said Ieva Johansson.
Henrik Johansson, head of the project's Norwegian partner "Henric Johansson Konsult", expressed his satisfaction about the opportunity to participate in this project. "When we saw this place during our visit, we were shocked. That is why it is very important to educate the society, especially children and youngsters. We hope that this is just the beginning of our cooperation. We can develop it in the field of education, we can also educate about passion for nature, the environment, continuing such kind of events in the future. Our cultures differ and the opportunities are different as well, but when we create platforms for sharing experiences and start doing something together, it's the beginning of something very meaningful. I hope that this place will be cleaned up when we visit it next time, because it deserves to be better and cleaner," said Henrik Johansson.
Within the project visual art competition on the topic of climate change was held, 62 works in various techniques were handed in. “Climate change picnic” was organized in Viški, educating school youth on the topic of climate change organizing creative workshops where children learned about various environmental protection issues, such as the need to sort waste and protect the environment.
The total eligible costs for the implementation of the project are 1 682 189.00 EUR, including the programme funding 1 429 861.00 EUR, the beneficiary's co-financing 252 328.00 EUR.
