The project « The Revival of Old Towns and Cities » was funded with the support of the European Union under the Programme "Europe for Citizens"
Action 1 – Measure 1.2 "Networks of Twinned Towns"
8 events have been carried out within this project: Event 1Participation: The event involved 60 citizens, including 60 participants from all partner countries (Isla Malta, Daugavpils Latvia, Zarasai Lithuania and Fara San Martino Italy) Location / Dates: The event took place in Isla Malta, Daugavpils Latvia, Zarasai Lithuania and Fara San Martino Italy , from 20/08/2013 to 03/09/2013 Short description: The aim of the event was focused on Preparatory Activities from all participating municipalities, through on line forums, blog discussions through the use of social media and online sharing of information. Also discussing preparations for the activities of the project, sharing EU policies related to the project and collaborating with partner organisations on the project. Event 2 Participation: The event involved 120 citizens, including 120 participants from the city of Isla Malta, Daugavpils Latvia, Zarasai Lithuania and Fara San Martino Italy Location / Dates: The event took place in Isla Malta, from 12/09/2013 to 15/09/2013 Short description: The aim of the event was holding a Conference having presentations by all participating Municipalities, launching of the project website and other communicating tools, discussing the Europe for Citizens Programme and Shrinking Cities. A plenary session, workshops and hands on activities were held in relation to Physical Infrastructure addressed on common events which struck the participatory countries during World War II – the bombardment, displacement, migration and rescue of artistic treasures and relics by the respective communities. Discussion were also held focusing on the current situation of Physical Infrastructure in shrinking cities and how to renovate historic places. Active participation in the Maritime Senglea International Festival – showcasing the cultures and traditions of all participating municipalities. A number of visits were held to historic venues. Event 3 Participation: The event involved 300 citizens, including 300 participants from all partner countries (Isla Malta, Daugavpils Latvia, Zarasai Lithuania and Fara San Martino Italy) Location / Dates: The event took place in Isla Malta, Daugavpils Latvia, Zarasai Lithuania and Fara San Martino Italy ,from 08/05/2014 to 08/05/2014 Short description: The aim of the event was to remember Europe Day, whereby events were related to Dissemination of information on the European Union, Awareness campaign on the rights and citizenship of being European and a small cultural activity – combining the locality with the European context. Event 4 Participation: The event involved 120 citizens, including 120 participants from the city of Isla Malta, Daugavpils Latvia, Zarasai Lithuania and Fara San Martino Italy. Location / Dates: The event took place in Zarasai Lithuania ,from 21/05/2014 to 24/05/2014 Short description: The aim of the event had as main themes Commitment towards Town Citizens Meeting and Performing Arts. Discussions were held between the Isla representatives and Zarasai municipality on the collaboration between the two localities leading to Agreement on twinning between both localities. The plenary session and workshops on Performing Arts focused on translating performing arts into a Living and the workshops targeted contribution towards Stimulating performing arts (drama, dancing and music performances) Active participation in the International Folk-Art Festival. A number of visits were held related to artistic showcasing, performing arts theatres and studios in Zarasai.
Event 5 Participation: The event involved 100 citizens, including 100 participants from the city of Isla Malta, Daugavpils Latvia, Zarasai Lithuania and Fara San Martino Italy. Location / Dates: The event took place in Daugavpils Latvia ,from 25/05/2014 to 27/05/2014 Short description: The aim of the event had as main theme Re-Imagining the City. A plenary session and workshops were held, including questions and answers and debates on Re-Imagining the City using current resources. Also experts shared different ideas on how to revive the economic activity and retain the identity of a community. Active participation in Daugavpils Festival. A number of visits were held visiting various enterprises and voluntary sectors that have contributed to the cultural sector and economic activity of the locality. Event 6 Participation: The event involved 100 citizens, including 100 participants from the city of Isla Malta, Daugavpils Latvia, Zarasai Lithuania and Fara San Martino Italy. Location / Dates: The event took place in Fara San Martino Italy ,from 01/08/2014 to 03/08/2014 Short description: The aim of the event had as main themes Active Citizenship and Identity. A plenary session and workshops were held, including questions and debates on Active Citizenship – the rights that come with EU citizenship. The panel discussion focused on European Identity vs Local Identity – rebuilding the identity of shrinking cities. The workshops discussed fostering a cultural identity and re-branding the local identity. Active participation in Gole e Sapori. A number of visits were held visiting various voluntary organisations, historic places and entertainment and educational areas that give identity to Fara San Martino, giving the participants an opportunity to discuss on how to improve or use past events to build the present identity. Event 7 Participation: The event involved 110 citizens, including 110 participants from the city of Isla Malta, Daugavpils Latvia, Zarasai Lithuania and Fara San Martino Italy. Location / Dates: The event took place in Isla Malta ,from 12/09/2014 to 14/09/2014 Short description: The aim of the event had as main theme the Policy Document with recommendations to a higher level of governance. A seminar was held to discuss the outcomes of topics discussed during the workshops held in each phase of the project together with implemented measures. Through a number of workshops we came up with a SWOT analysis on the different measures taken by municipalities and the way forward. Active participation in the Maritime Senglea International Festival increasing networking and multiculturalism. A number of visits were held visiting a number of NGOs, businesses, educational institutions and also going through the way of life of the common people. Evaluation of the project and the way forward; strengthening the communication tools among the municipalities. Concluding ceremony – the official signing of the Town Twinning Agreement between the Municipalities of Isla and Zarasai. Event 8 Participation: The event involved 200 citizens, including 200 participants from all partner countries (Isla Malta, Daugavpils Latvia, Zarasai Lithuania and Fara San Martino Italy) Location / Dates: The event took place in Isla Malta, Daugavpils Latvia, Zarasai Lithuania and Fara San Martino Italy , from 20/01/2015 to 20/01/2015 Short description: The main aim of the final event was that each participating Municipality holds a Press Conference, whereby the Policy Document is launched. This includes a number of policy suggestions in order to revive old/shrinking cities, increase awareness on the Europe for Citizens Programme and stimulate other local councils/municipalities to make use of such research and apply for EU Funds to conduct similar projects in their localities
Projekta mērķis: aprobēt visu četru partnervalstu kultūras institūciju pieredzi darbā ar pilsētu, vecpilsētu un citu administratīvo teritoriju kultūras mantojuma saglabāšanas un attīstīšanas metodēm. Tāpat izvirzīti vairāki sekundārie mērķi: analizēt instrumentus administratīvo teritoriju sarukšanas efekta apturēšanai, palielināt iedzīvotāju līdzdalību aktīvā pilsoniskuma procesos, veidot vietas identitāti, izmantojot kultūras, vēstures un izglītības instrumentus, ieviest jauninājumus kultūras un mākslas sektorā, kā arī palielināt ekonomisko aktivitāti.

Mērķa grupa: Latvijas, Lietuvas, Maltas un Itālijas kultūras institūcijas, akadēmiķi, pētnieki, politiku veidotāji, mākslinieki, mazie uzņēmumi atpūtas un izklaides jomā, nevalstiskās organizācijas. Visā projekta īstenošanas laikā tiks organizēti pieci dažādi kultūrizglītības pasākumi četrās dalībvalstīs.
Aktivitātes: projekta ietvaros Daugavpils novada pašvaldības pārstāvji, kultūras jomas speciālisti un amatiermākslas kolektīvu dalībnieki piedalījās piecos pasākumos visās projekta partnervalstīs. 2013.gada septembrī pasākumu ciklu uzsāka projekta vadošais partneris – Islas pašvaldība Maltā. Tur norisinājās konference, kurā, balstoties uz projekta galveno vadmotīvu – Otrā pasaules kara izraisītajām sekām kultūrvēsturē –, tika analizēti tādi temati kā bombardēšanas sekas arhitektūrā; mākslas un kultūras vērtību pārvietošana; relikviju ietekme kopienas identitātes veidošanā; populāciju piespiedu pārvietošana, paaudzēs iznīcinot vietas piederības izjūtu. Daugavpils novadu konferencē pārstāvēja novada vēsturnieki, pašvaldības darbinieki un deputāti. Projekta ietvaros Islas pašvaldībā norisinājās arī ikgadējais Starptautiskais Senglea Jūras festivāls, kura mērķis ir atspoguļot autentiskās kultūras un mākslas tradīcijas sinerģijā ar mūsdienu kultūras piedāvājuma elementiem. 2013.gadā festivālā tika īpaši izcelta dažādu tautu kultūru dažādība un tradicionālais mantojums. Daugavpils novadu festivālā pārstāvēja Daugavpils novada kultūras centra tautas deju ansamblis „Līksme”. Projekta „Pilsētu un vecpilsētu tēla atjaunošana” nākamās aktivitātes norisinājās 2014.gada maijā Zarasu pilsētā Lietuvā un Daugavpils novadā. No 22.līdz 26.maijam projekta dalībnieki no Latvijas, Lietuvas, Itālijas un Maltas tikās Zarasos, kur piedalījās konferencē par dažādu kultūras jomu nozīmi teritorijas kopējās identitātes veidošanā. 25.maijā projekta dalībnieki apmeklēja Starptautisko tautas mākslas festivālu „Augšdaugava” Daugavpils novada Naujenes pagastā. 27.un 28.maijā Daugavpils novadā norisinājās konference, kas veltīta pilsētu un novadu tēla pārveidošanai, izmantojot pieejamos resursus. Projekta partneri no visām četrām dalībvalstīm kopā meklēja iespējas, kā efektīvi izmantot esošo kultūras un vēstures mantojumu, lai radītu ilgtspējīgu vietas identitāti. Konferencē ar lasījumu par radošo industriju lomu un nozīmi Eiropas valstu ilgtspējīgas attīstības stratēģijā uzstājās Latvijas Republikas Kultūras ministrijas parlamentārais sekretārs Rihards Kols, savukārt 11.Saeimas deputāts, latgaliešu kultūras vēstnesis Juris Viļums konferences dalībniekus iepazīstināja ar Latgales reģiona kultūrvēsturiskā mantojuma potenciālu Latgales tēla un identitātes veidošanā. Tāpat konferencē ar lasījumiem uzstājās atzīti tūrisma, kultūras, ekonomikas un stratēģiskās plānošanas eksperti no visām trim partnervalstīm. Fara San Martino pašvaldībā norisinājās jau ceturtais šī projekta posms. Vizītes ietvaros Daugavpils novada pašvaldības pārstāvji piedalījās konferencē par aktīvās pilsonības aspektiem un to ilgtspējīgu attīstību ES kontekstā, kur prezentēja novada pašvaldības un tās iestāžu darbību tādās jomās ES projektu ieviešana, aktīvā līdzdalība pilsoniskās sabiedrības aktivitātēs, lokālās identitātes veicināšana u.c. Konferences ietvaros Daugavpils novada pārstāvji kopā ar projekta partneriem no Fara San Martino pašvaldības Itālijā, Islas pašvaldības Maltā un Zarasu pašvaldības Lietuvā strādāja arī vairākās darba grupās, kopīgi daloties pieredzē un meklējot atbildes uz tādiem problēmjautājumiem kā: instrumenti kultūras identitātes veicināšanai, ekonomiskās ilgtspējas sekmēšana nelielās pašvaldībās un atbalsts lokālajai identitātei. Fara San Martino pašvaldībā norisinājās arī ikgadējais mūzikas un mākslas festivāls „Gole e Sapori”, kurā Daugavpils novadu pārstāvēja Naujenes Mūzikas un mākslas skolas saksofonu kvartets (skolotājs Ruslans Margevičs). Islas pašvaldībā norisinājās piektais – noslēdzošais – šī projekta posms. Vizītes ietvaros Daugavpils novada pašvaldības pārstāvji piedalījās konferencē par projekta rezultātu izvērtējumu un politikas plānošanas dokumentu sagatavošanu. Viens no galvenajiem projekta rezultātiem ir politikas plānošanas dokumenta izveide rekomendāciju veidā pielietošanai augstāka līmeņa pārvaldības procesos. Visi projektā iesaistītie partneri konferencē prezentēja izstrādātās idejas šī politikas dokumenta izveidei, analizējot tādus tematus kā: fiziskā pilsētu un teritoriju infrastruktūra – īpaši Pirmā pasaules kara seku ietekmes uz kultūras mantojumu kontekstā; iedzīvotāju tiesības un pienākumi un aktīvās pilsonības jēdziens; radošās industrijas un amatiermākslas loma un nozīme vietējo kopienu kultūraktivitātes veicināšanā; pilsētu un teritoriju tēla pārveidošana, izmantojot pieejamos resursus; lokālās identitātes veicināšana u.c. Islas pašvaldībā norisinājās arī ikgadējais starptautiskais mūzikas un mākslas festivāls „Maritime Senglea International Festival 2014”, kurā Daugavpils novadu pārstāvēja īpaši šim projektam izveidota muzikālā apvienība „Vārpa”, kurā darbojas Daugavpils novada vokālo ansambļu vadītāji un dalībnieki (vadītāja Jūlija Peceviča).
